CHILDCARE: WHO PAYS, WHO BENEFITS?

Childcare in Australia provides early learning benefits to young children; allows their parents to remain in the labour force, paying taxes, reducing welfare and maintaining human capital; and can give full-time parents some respite. The spillover social benefits of childcare are enough to justify subsidising its cost. Should we provide subsidised childcare for all, or should it be targeted to working parents? Should all families receive subsidies, or only middle to lower income families? And are subsidies only justified for high quality care provided by trained professionals?

In the ESA’s first Crown Town and Gown event, Rosalyn Bell from the public sector (Crown), Trisha Jha from the private sector (Town) and Ben Phillips from academia (Gown) will thrash out the answers to these questions.
